Behind the headline number lies a structural story of a real estate collapse that has run four years without resolution, a household sector too fearful to spend, and a record wave of college graduates walking into a labor market with nowhere to place them. China’s National Bureau of Statistics reported that the surveyed urban unemployment rate for people aged sixteen to twenty-four, excluding students, hit seventeen point nine percent in July, up three full percentage points from June and the highest July reading in nearly three years. The economy that once bragged of double-digit growth can no longer absorb its own graduates, and Xi Jinping’s government finds itself trying to manage the optics of a crisis it cannot make disappear.
The headline figure alone does not capture how bad the underlying picture is. China’s overall surveyed urban unemployment rate climbed to five point two percent in July, up zero point two points from June and a three-month high, according to the same bureau data. Breaking the numbers down by age tells an even sharper story: joblessness among twenty-five to twenty-nine year-olds rose to seven point two percent, while the thirty-to-fifty-nine bracket actually improved slightly to three point nine percent. In other words, this is not a broad-based labor market breakdown — it is a targeted crisis hitting young people and recent graduates hardest, precisely the group whose expectations were shaped by China’s boom years and whose disappointment carries the most political weight. This July’s cohort of new graduates numbered over twelve million, the largest in the country’s history, entering a market already saturated by underemployed predecessors. Layered on top of the graduate glut is the four-year-old real estate crisis that swallowed developers such as Evergrande and Country Garden, dragging down construction, home sales, and local government land-sale revenue all at once. Retail sales barely grew in July and fixed-asset investment weakened further, both signs that Chinese households are refusing to spend even as Beijing rolls out stimulus after stimulus. When a young population sees its own diploma turn into a liability rather than an asset, the political consequences do not stay confined to a spreadsheet.
What is more revealing than the number itself is how Beijing has handled the reporting of it. In 2023, when youth joblessness spiked above twenty percent, Chinese authorities suspended publication of the statistic entirely, only resuming it later under a revised methodology that excludes students — a change critics say was designed to produce a lower, more palatable figure. Official state media have described the labor market this year as “generally stable,” a description that sits awkwardly next to an eleven-month-high youth unemployment reading and a three-month-high overall rate. This is the same pattern the Chinese Communist Party has applied to pandemic data, Taiwan Strait provocations, and virtually every inconvenient statistic: control the message first, address the substance later, if at all. Citizens inside China who rely on official channels are being told the story is one of stability, even as the lived experience of underemployed graduates and shuttered small businesses tells a different one. For a regime whose legitimacy rests heavily on delivering rising prosperity, a widening gap between the propaganda and the street-level reality is a slow-burning risk that stimulus packages alone cannot paper over.
This is not simply someone else’s economic story — it lands directly on the Korean economy through the semiconductor supply chain and Korea’s broader trade dependence on China. Samsung Electronics and SK Hynix have already been quietly reducing their reliance on Chinese-linked equipment vendors such as Mattson Technology for photoresist-strip and rapid thermal processing tools, anticipating that Washington’s export-control net could widen further. At the same time, Chinese memory makers such as CXMT and YMTC are racing to close the technology gap, backed by state subsidies that keep expanding even as the broader Chinese economy weakens — proof that Beijing will keep funneling resources into strategic industries regardless of what happens to its youth unemployment numbers. A slowing Chinese economy also means shrinking Chinese demand for the intermediate goods and components Korean exporters have long supplied, adding another reason why Korea’s chip and materials industries need to accelerate diversification toward reliable, allied supply chains rather than clinging to a China market that is both slowing and turning into a direct competitor. Washington’s push for a trusted semiconductor bloc among allied nations, sometimes discussed under the banner of a “Pax Silica” framework, offers Korea a clearer path forward than continued exposure to Beijing’s uncertainty.
China’s compounding troubles — a real estate sector still unresolved after four years, a record graduating class unable to find jobs, and a consumer base too anxious to spend — point to a structural, not cyclical, slowdown that Xi Jinping cannot stimulus his way out of quickly. For Korea, the lesson is not to celebrate a rival’s stumble but to read the warning correctly: an economy this dependent on China for trade and this exposed through its semiconductor supply chain cannot afford to sit on the fence between Washington and Beijing. What Korea needs now is decisive supply-chain diversification, closer alignment with the allied technology bloc led by the United States, and a government willing to say so plainly instead of hedging for fear of offending Beijing. Whether Seoul makes that shift while there is still room to do so, or waits until China’s troubles become a shock transmitted straight into Korean factories, is a choice this administration keeps postponing — and postponing it is itself a decision.

중국 청년실업률 17.9퍼센트, 통계 뒤에 감춰진 사회 불안
숫자 하나만으로는 실상의 절반도 보이지 않는다. 같은 국가통계국 발표로 7월 중국 전체 도시조사실업률은 5.2퍼센트로 6월보다 0.2포인트 오르며 석 달 만에 최고치를 찍었다. 연령대별로 뜯어보면 그림이 더 뚜렷해진다. 25세에서 29세 구간은 7.2퍼센트로 소폭 악화한 반면, 30세에서 59세 구간은 오히려 3.9퍼센트로 개선됐다. 다시 말해 이번 위기는 노동시장 전반의 붕괴가 아니라 청년층, 그중에서도 갓 졸업한 세대를 정조준한 중국 청년실업률 위기다. 중국 경제의 호황기에 눈높이가 형성됐던 세대가 가장 먼저 절망을 체감하고 있다는 뜻이며, 이는 통계표보다 훨씬 무거운 정치적 함의를 갖는다. 올해 여름 졸업 예정자는 1200만 명을 넘어 역대 최대 규모였고, 이미 취업난에 시달리던 선배 세대 위에 새로운 인파가 그대로 쏟아졌다. 여기에 4년째 해결되지 못한 부동산 위기가 겹친다. 헝다와 비구이위안을 무너뜨린 부동산 침체는 건설, 주택 거래, 지방정부 토지 매각 수입까지 동시에 끌어내리고 있고, 지방정부는 숨겨온 부채 부담을 감당하지 못해 재정 여력을 계속 잃어가고 있다. 7월 소매판매는 사실상 정체했고 고정자산투자는 더 위축됐다. 베이징이 부양책을 거듭 내놓아도 중국 가계는 좀처럼 지갑을 열지 않는다는 신호다. 소비 위축과 부동산 침체, 청년실업이 서로 맞물려 악순환을 만드는 구조인 셈이다. 청년 세대에게 대학 졸업장이 자산이 아니라 부담으로 돌아오는 순간, 그 정치적 파장은 통계 뒤에만 머물지 않는다.
시진핑 체제, 실업률 통계 뒤에서 무엇을 숨기나
숫자 자체보다 더 노골적인 건 베이징이 이 통계를 다뤄온 방식이다. 2023년 청년실업률이 20퍼센트를 넘어서자 중국 당국은 아예 발표를 중단했고, 이후 학생을 제외하는 방식으로 산정 기준을 바꿔 재개했다. 낮은 수치가 나오도록 통계 자체를 손질했다는 비판이 뒤따랐던 대목이다. 관영매체는 올해 노동시장을 두고 대체로 안정적이라는 표현을 반복하고 있는데, 11개월 만의 최고치를 기록한 청년실업률과 석 달 만의 최고치를 찍은 전체 실업률 앞에서 이 표현은 낯 뜨겁다. 이는 코로나19 통계, 대만해협 도발 정보를 다뤄온 중국공산당의 익숙한 방식과 다르지 않다. 메시지부터 통제하고 실체는 뒤로 미루거나 아예 다루지 않는 방식이다. 관영 채널만 접하는 중국 인민들은 안정이라는 서사를 주입받지만, 취업에 실패한 청년들과 문을 닫는 자영업자들이 체감하는 현실은 전혀 다른 이야기를 하고 있다. 번영을 계속 제공한다는 약속 위에 정통성을 세운 정권에게, 선전과 거리의 현실 사이의 간극이 벌어지는 것은 부양책 몇 번으로 덮을 수 없는 서서히 타들어가는 리스크다.
한국 반도체 공급망, 중국발 리스크에서 벗어나야 한다
이는 남의 나라 경제 이야기로 끝나지 않는다. 반도체 공급망과 대중 무역 의존을 통해 한국 경제로 곧장 이어진다. 삼성전자와 SK하이닉스는 이미 중국계 장비업체인 맷슨테크놀로지의 포토레지스트 스트립 장비, 급속열처리장치 도입 비중을 조용히 줄이고 있다. 워싱턴의 수출통제망이 더 넓어질 가능성에 대비한 움직임이다. 동시에 창신메모리, 양쯔메모리 같은 중국 메모리 업체들은 국가 보조금을 등에 업고 기술 격차를 좁히려 질주하고 있다. 중국 경제 전반이 흔들려도 전략산업에는 자원을 계속 밀어 넣겠다는 방증이다. 중국 경기 둔화는 한국 수출기업이 오랫동안 공급해온 중간재와 부품에 대한 수요 감소로도 이어진다. 흔들리면서도 동시에 경쟁자로 변모하는 중국 시장에 매달릴 이유가 갈수록 옅어지는 이유다. 워싱턴이 동맹국 중심으로 추진하는 반도체 신뢰 블록, 이른바 팍스실리카 구상은 베이징발 불확실성에 계속 노출되는 쪽보다 훨씬 분명한 방향을 한국에 제시한다.
4년째 풀리지 않는 부동산 위기, 역대 최대 졸업생이 일자리를 찾지 못하는 현실, 지갑을 닫아버린 소비자까지 겹친 중국의 문제는 경기순환이 아니라 구조적 둔화다. 시진핑 정권이 부양책만으로 단기간에 되돌릴 수 있는 성격이 아니다. 한국이 취해야 할 태도는 이웃의 위기를 방관하는 것이 아니라 경고로 정확히 읽는 것이다. 무역에서 이만큼 중국에 기대고 반도체 공급망으로 이만큼 노출된 경제가 워싱턴과 베이징 사이에서 계속 양다리를 걸칠 여유는 없다. 지금 한국에 필요한 것은 공급망 다변화를 서두르고 미국이 이끄는 동맹 기술 블록에 더 가까이 서는 결단, 그리고 베이징의 눈치를 보느라 이를 분명하게 말하지 못하는 정부가 아니라 이를 명확히 선언할 수 있는 정부다. 아직 여유가 있을 때 이 전환을 택할지, 아니면 중국의 위기가 한국 공장까지 충격으로 전달되는 순간까지 기다릴지는 지금 정부가 계속 미루고 있는 선택이다. 그리고 그 미룸 자체가 이미 하나의 선택이다.
