Two other regional presidents who did not hold a vote this cycle, Kansas City Fed President Jeffrey Schmid and St. Louis Fed President Alberto Musalem, later said they too would have backed a hike had they been voting members. The minutes went further than these dissents alone, noting that most participants shared the view that policy tightening would likely be necessary if inflation did not decline. Hammack said in recent remarks that inflation has missed the Fed’s 2 percent target for more than five years and that it is now time to act. All of this unfolded under the newly installed leadership of Fed Chair Kevin Warsh, which makes the episode symbolically significant. Nominated by the US president in March and confirmed by the Senate on May 13 in a 54-45 vote, the most divisive confirmation in Federal Reserve history, Warsh was sworn in on May 22. Even before taking office, Warsh signaled a shift away from a long era of policy accommodation toward restoring discipline on inflation, and these minutes confirm that posture has spread from the Board of Governors to the presidents of the regional reserve banks. At the same time, the committee’s dot plot effectively withdrew expectations for further rate cuts this year, a complete reversal from the rate-cutting cycle markets had been pricing in only months earlier.
Markets are still wagering that the Fed will hold rates steady at next month’s FOMC meeting. But the real picture these minutes paint is different. On the surface the Fed projects cautious patience, while underneath it is keeping its finger on the trigger, ready to raise rates the moment a single inflation reading goes the wrong way. That signal is already rippling through currency markets. The won-dollar exchange rate has swung in the upper 1,400 range this week, adding to pressure on the won, and the Kospi has repeatedly shown sharp volatility whenever uncertainty over US monetary policy flares up. The Bank of Korea raised its own base rate from 2.50 to 2.75 percent in July and faces its next policy meeting on the 27th. The trouble is that the Bank of Korea’s room to maneuver keeps shrinking. If the Fed keeps rates high or raises them further, the Bank of Korea will be pushed toward maintaining a tight stance to defend the won, regardless of what the domestic economy actually needs. South Korea’s household debt is already among the highest in the world, so every rate increase directly erodes the spending power of households and small business owners through higher interest costs. The moment a Fed rate hike is dismissed as America’s problem alone, the bill Korea’s economy has to pay only grows larger.
Against this external backdrop, the timing of the Lee Jae-myung administration’s push for next year’s super-sized budget of more than 800 trillion won is itself the problem. With national debt already above 2,196 trillion won, and even the country issuing the world’s reserve currency reaching for rate hikes to tame inflation, Korea is proposing to press the accelerator on fiscal expansion in the opposite direction. The government and ruling party base their claim that fiscal health will actually improve on an optimistic projection that 2027 tax revenue will exceed 500 trillion won, but a projection is a forecast, not a guarantee. If the Fed’s high-rate stance persists, a weaker won and rising import prices could combine to freeze domestic consumption and investment sentiment, and tax revenue would be the first assumption to break down. What conservatives should demand now is clear. The roughly 50-trillion-won spending restructuring plan needs to become genuine fiscal discipline rather than a token gesture, and the Bank of Korea’s monetary policy independence must be institutionally protected from political timetables and the ruling party’s demands for stimulus. Short-term fixes aimed at buying market confidence, such as artificially propping up the stock market through the National Pension Service, should also stop. The more uncertain the external rate environment becomes, the more the administration needs to recognize that fiscal discipline is the one variable Korea can actually control on its own.
The hawkish revolt inside the Fed is not simply a monetary-policy story out of Washington. It is a warning that while the country issuing the world’s reserve currency tightens its discipline in the face of inflation, Korea is moving in the exact opposite direction with an 800-trillion-won super budget. With the value of the won, household debt, and import prices all under pressure at once, it is ultimately the public that will be left to pay the bill for an administration that keeps pushing fiscal discipline to the back burner. Restoring fiscal discipline before the risk of a Fed rate hike becomes reality is the only way to soften the coming shock, and the power to correct this course will ultimately come from the next change of government.

이런 대외 여건 속에서 이재명 정권이 밀어붙이는 내년도 800조원 플러스알파 규모의 슈퍼예산은 시점부터가 문제다. 국가채무가 이미 2196조원을 넘어선 상황에서, 세계 기축통화국인 미국조차 물가를 잡기 위해 금리 인상 카드를 만지작거리는 국면에 한국만 거꾸로 확장재정의 페달을 밟겠다는 발상이다. 정부와 여당은 2027년 세수가 500조원을 넘어설 것이라는 낙관적 전망을 근거로 재정건전성이 오히려 개선될 것이라 주장하지만, 이는 예측이지 보장이 아니다. 연준발 고금리 기조가 장기화하면 원화 약세와 수입물가 상승이 겹치며 국내 소비와 투자 심리부터 얼어붙을 가능성이 크고, 이 경우 세수 전망은 가장 먼저 어긋나는 전제가 된다. 보수 진영이 지금 요구해야 할 것은 명확하다. 우선 지출 구조조정 규모를 50조원 수준의 구색 맞추기가 아니라 실질적인 재정 규율로 확대해야 하고, 한국은행의 통화정책 독립성이 정치 일정이나 여당의 부양 요구에 흔들리지 않도록 제도적으로 못박아야 한다. 국민연금을 동원한 인위적 증시 부양처럼 단기 처방으로 시장 신뢰를 사려는 시도도 중단해야 한다. 대외 금리 환경이 불확실할수록 한국이 스스로 통제할 수 있는 변수는 재정 규율뿐이라는 사실을 정권은 직시해야 한다.
연준의 매파 반란은 단순한 워싱턴발 통화정책 뉴스가 아니다. 세계 기축통화국이 물가 앞에서 규율을 다잡는 동안, 한국은 800조원 슈퍼예산으로 정반대 방향을 향해 가고 있다는 사실을 드러낸 경고음이다. 원화 가치와 가계부채, 수입물가라는 세 개의 뇌관이 동시에 눌리고 있는 지금, 재정건전성을 뒷전으로 미루는 정권에게 청구서를 대신 치를 사람은 결국 국민이다. 연준 금리 인상 리스크가 현실화하기 전에 재정 규율을 되찾는 것만이 다가올 충격을 줄이는 유일한 길이며, 이 방향을 바로잡을 힘은 결국 다음 정권교체에서 나온다.
