North Korea launched about ten short-range ballistic missiles from the Pyongyang area toward the East Sea on the afternoon of August 20, just one day before the Ulchi Freedom Shield exercise was set to conclude. South Korea’s Joint Chiefs of Staff detected the launches around 5 p.m. and assessed the projectiles as 600-millimeter super-large multiple rocket launchers, a system Defense Minister Ahn Gyu-baek described as belonging to the KN-25 family. The missiles flew roughly 300 kilometers. The response that arrived only days after President Trump cut the joint drill’s duration and scale nearly in half as a gesture toward dialogue was a barrage of ballistic missiles. That fact was a sober reminder that a conciliatory gesture does not automatically translate into restraint from Pyongyang.
The timing tells its own story. North Korea had already fired a ballistic missile on August 12, just before Ulchi Freedom Shield began, and Kim Yo Jong, sister of North Korean leader Kim Jong Un, issued a statement the same day declaring that “the provocative, aggressive nature of the drills won’t change even though their duration and size were reduced.” For eight days after that, North Korea stayed quiet while the reduced exercise proceeded. Then, on August 20, one day before the drills were due to end, missiles flew again. The launch came right after Chinese Foreign Minister Wang Yi wrapped up his visit to Seoul and met with Lee Jae-myung, and less than a day after President Trump signaled plans for a summit with Kim Jong Un later this year. Read together, the sequence looks less like an impulsive outburst than a calculated show of force timed to send a message to both Washington and Beijing at once, while the reduced drills minimized North Korea’s own risk of escalation.
Kim Yo Jong’s words were not idle rhetoric. They were a preemptive justification laid down before the fact, one that let Pyongyang claim consistency no matter what came next. What is more troubling is how Seoul answered it. South Korea’s presidential National Security Council convened an emergency meeting, condemned the launches, and urged North Korea to halt further provocations. That is a statement, not a strategy. It is worth remembering that the very reduction of joint drills was itself linked, in President Trump’s own account, to the fact that Lee Jae-myung had declined a request to help with denuclearization operations regarding Iran. In other words, the diplomatic passivity of the Lee Jae-myung administration helped create the opening in which North Korea’s missiles flew. While Seoul leaned on the atmospherics of Wang Yi’s visit and hints of engagement, Pyongyang answered with hardware.
What is needed now is not another statement urging restraint but a restoration of deterrence in substance. Ulchi Freedom Shield should be returned to its original scale rather than treated as a bargaining chip to be traded away for the mood music of dialogue. The government must seek a clear, public reaffirmation of extended deterrence from Washington, and continue building out the three-axis system, Kill Chain, the Korea Air and Missile Defense system, and the Korea Massive Punishment and Retaliation plan, so that North Korea’s calculus about the cost of provocation actually changes. Security posture should never be made contingent on whether a summit atmosphere is being cultivated with Pyongyang or Beijing.
North Korea’s ten missiles on August 20 were the clearest possible answer to the question of whether conciliatory gestures alone restrain Pyongyang. They do not. Kim Yo Jong said as much herself, and North Korea proved it with hardware timed to the final day of a shortened exercise. If the Lee Jae-myung administration keeps offering statements while treating drills as expendable and diplomacy with Beijing as the main event, the gap between rhetoric and deterrence will only widen. What South Korea needs is not another round of conciliatory signaling but a government willing to rebuild real strength, and in the end only a change of government committed to that strength can close the gap this episode has exposed.
