Reports emerged on the 19th that President Trump may hold a summit with North Korean leader Kim Jong Un before the end of the year. According to the Wall Street Journal, President Trump has been pressing his aides to arrange a face-to-face meeting with Kim, with November’s Asia-Pacific Economic Cooperation summit in Shenzhen, China, floated as a possible venue. Formal preparations have not yet begun, but it is clear that President Trump views the meeting as a prime opportunity to revive stalled US-North Korea dialogue. In a striking coincidence, Chinese Foreign Minister Wang Yi arrived in Seoul the same day, his first visit in five years, meeting with Foreign Minister Cho Hyun and scheduled to call on Lee Jae-myung on the 20th. The overlap of a conciliatory signal from Washington and a diplomatic push from Beijing within the same week has fueled talk that the Korean Peninsula has entered a new phase. But reading this shift as concession or capitulation by President Trump would be a serious misjudgment.
Misreading President Trump’s North Korea approach as appeasement misses the entire logic of how he negotiates. He held his first summit with Kim in Singapore in 2018, then walked away from the table in Hanoi in 2019 when denuclearization terms fell short of his standards. A man willing to blow up a deal has now pulled out the summit card again, for a simple reason: with working-level talks stalled for years, only a leader-to-leader showdown can break the deadlock. This time is no different. President Trump recently ordered a scaled-back version of the Ulchi Freedom Shield joint military exercises with South Korea, appearing to extend a conciliatory gesture, while keeping sanctions pressure on North Korea and China fully intact. Extending one olive branch while holding onto every point of leverage is the essence of his top-down dealmaking diplomacy. The APEC summit set for November 18 and 19 in Shenzhen offers him an especially attractive stage, one where Xi Jinping, Kim Jong Un, and President Trump could conceivably appear together, letting Washington pursue pressure on Beijing and management of Pyongyang at once. If a Trump-Kim summit at APEC actually materializes, it will not be a favor to North Korea but the culmination of a pressure campaign that drags Kim to the table on America’s timetable and America’s terms. What gets extracted, and what concessions get demanded, will be decided entirely in Washington. Luring the other side into requesting the meeting first, then dictating the terms once they sit down, is a pattern President Trump has repeated in trade talks and in Middle East diplomacy alike. His handling of North Korea is no exception.
The trouble is the Lee Jae-myung administration’s eagerness to ride this wave. In his Liberation Day address on the 15th, Lee Jae-myung pledged to end the 1953 armistice, rushing toward the symbolic gesture of declaring an end to the war without offering any fundamental solution to the North Korean nuclear issue. Then, just four days later, reports of President Trump’s push for a Kim summit broke, and segments of the ruling camp have since tried to cast the coincidence as if their own initiative had aligned with Washington’s moves. For an administration cornered by a collapsed approval rating and the fallout from failed housing policy, few cards offer as much potential to shift the narrative as the grand theme of building a peace regime on the peninsula. The timing of Wang Yi’s arrival in Seoul that same day, his first in five years, is no less notable. After meeting Foreign Minister Cho Hyun, Wang is set to call on Lee Jae-myung on the 20th. With China set to host the November APEC summit, analysts read this as Beijing positioning itself as an indispensable broker on the peninsula, seeking to expand its own influence. On the surface, both sides speak of peace and dialogue. Underneath, the Lee Jae-myung administration is angling for a political win while China angles for leverage over the peninsula. Neither side has offered a clear answer to the one question that actually matters: dismantling North Korea’s nuclear arsenal.
This is exactly where Ahn Cheol-soo’s warning deserves a second look. The moment Lee Jae-myung floated his end-of-war initiative, Ahn declared bluntly that an end to the war without denuclearization amounts to accepting North Korea as a nuclear state. What Lee should have said, Ahn argued, was not a declaration ending the war but a call for a nuclear doctrine that overwhelms North Korea’s arsenal and a nuclear-sharing arrangement raised to a higher level. His observation that deterrence comes from fear, not good faith, fits the current moment precisely. If a Trump-Kim summit at APEC does happen and accelerates talk of an end-of-war declaration or a peace agreement, the absence of a verifiable denuclearization process beforehand risks turning that outcome into tacit acceptance of North Korea as a nuclear-armed state. The leadership of the People Power Party needs to draw a clear line starting now. It should make it official party policy that any discussion of ending the war or signing a peace agreement must be preceded, or at minimum accompanied, by verifiable North Korean denuclearization steps, and should formally demand, through the National Assembly, a strengthened extended deterrence and a higher level of US-Korea nuclear sharing. There is no reason to fault President Trump’s negotiating strategy itself; the United States is simply acting in its own interest. The problem lies with a Lee Jae-myung administration eager to free-ride on that momentum while blurring the core issue of denuclearization. What conservatives need to do now is resist getting swept up in the spectacle of a summit and hold firm to the principle of denuclearization to the very end.
Reports of a Trump-Kim summit at APEC mark a significant inflection point for the Korean Peninsula. But it must be understood clearly for what it is: a negotiating card calculated around America’s national interest, not appeasement or capitulation toward North Korea. The real danger lies in the Lee Jae-myung administration’s haste to ride this momentum toward an end-of-war declaration without denuclearization. As Ahn Cheol-soo has warned, an end to the war without denuclearization risks becoming a trap that effectively recognizes North Korea’s nuclear arsenal. Conservatives should not be swayed by whether or not the summit ultimately happens, and should instead build a louder voice defending the principle of denuclearization starting now. In the end, there is only one answer: a change of government to a force capable of holding the line against North Korea’s nuclear weapons.
