On the 19th, the won-dollar exchange rate in the Seoul foreign exchange market slid to 1,399 won around midday, falling below the 1,400 won line for the first time in ten months, since it last touched 1,399.5 won on October 2 of last year. The rate closed the day down 14.10 won from the previous session at 1,397.70 won. Markets breathed a collective sigh of relief at the news that the won-dollar exchange rate had returned to the 1,300 range, but a closer look suggests the picture is not nearly as reassuring as it appears. Even at ten-month lows, the rate remains in the high 1,390s, a level that still counts as elevated, and the retreat owed almost entirely to an external factor, namely expectations that the U.S. Federal Reserve would pause its rate hikes, while none of the domestic risk factors that have been eroding the won’s value have actually been resolved.
The immediate trigger for the decline came from the American side. Recently released U.S. retail sales, consumer price index, and producer price index readings all came in below market expectations, bolstering the view that the Federal Reserve will refrain from raising rates again in September. Adding to the dollar’s weakness, the U.S. Treasury Department decided to expand its long-term bond buyback program for the September-to-November period from a cap of two billion dollars to at least four billion dollars, a move markets read as a signal that Washington would no longer tolerate runaway long-term rates. Such a convergence of favorable external variables has been rare this year. Domestic factors played a supporting role as well. Dollar-selling by export firms, led by Samsung Electronics and SK Hynix in the semiconductor sector, has been flowing into the market steadily throughout the month rather than concentrated at month’s end as in the past, tilting the supply-demand balance. Heightened vigilance from currency authorities about smoothing operations reportedly deepened the drop as well. Looked at soberly, however, what drove this move was not a signal that Korea’s underlying economic fundamentals have improved, but purely external variables, weak U.S. price data and the Treasury’s debt-management strategy. The won did not rally on its own strength, it simply climbed onto a ledge the dollar happened to vacate. The moment the Fed’s policy stance shifts again, today’s 1,300s could prove to be little more than an illusion, easily reversed.
Markets are calling this decline a shift toward won strength. But the real problem lies elsewhere. Just a few years ago, 1,300 won was treated as a crisis-level threshold. Now, after sliding into the high 1,390s, the market breathes easy simply for scraping back into the 1,300s. That the benchmark itself has slipped this low is evidence of just how much the won’s underlying strength has eroded. Domestic factors stand squarely in the way of a structural rebound in the won-dollar exchange rate. The Lee Jae-myung administration crafted a 728 trillion won budget this year, raising spending by more than eight percent from the previous year, and as a result national debt is projected to surpass 1,400 trillion won for the first time. The debt-to-GDP ratio is set to cross fifty percent, and the managed fiscal balance deficit is expanding to as much as four percent of GDP. As the country’s finances pile up debt at this pace, foreign investors have less reason to trust the won as a long-term store of value. While a single external tailwind bought the currency a brief respite, the fiscal soundness that should be underpinning the won’s value at its foundation is moving in the opposite direction.
The path to genuinely stabilizing the exchange rate is not to keep watching the Federal Reserve and leaning on external variables, but to rebuild the domestic foundation of trust in the won. The first step needed is to legislate a fiscal rule, setting clear ceilings on the national debt ratio and the managed fiscal deficit so they hold regardless of the political calendar. The People Power Party should use the regular parliamentary budget review to scrutinize every line item of the 728 trillion won super-budget, separating necessary spending from spending designed merely for show. Just as President Syngman Rhee built the framework of a free-market economy and President Park Chung-hee laid the foundation of a self-reliant economy through export-led growth, what is needed now is not flashy spending expansion but disciplined, principled fiscal management. Alongside that, a mid- to long-term strategy to diversify export industries is needed to move away from a fragile structure in which currency defense depends on dollar-selling from a single sector, semiconductors. The more favorable the external environment looks, the more urgent it is to strengthen the domestic fundamentals, because a single hawkish signal from the Fed could just as easily push the won back toward 1,400 or even 1,500.
In the end, the won-dollar exchange rate’s return to the 1,300s is welcome news, but it is not grounds for reassurance. The force behind the decline came from the United States, not from Korea, and the domestic fiscal soundness that should determine the won’s real value keeps deteriorating under a 728 trillion won super-budget and national debt approaching 1,400 trillion won. This is not the moment to congratulate ourselves over a rebound driven by external variables, it is the moment to rein in the expansionary fiscal stance. At the root of it all lies the Lee Jae-myung administration’s reckless fiscal expansion, weighing down the won, and the only real remedy is a change of government.
19일 서울외환시장에서 원달러 환율이 정오 무렵 1399원까지 밀리며 지난해 10월2일 1399원50전 이후 열 달 만에 처음으로 1400원 선 아래로 내려섰다. 이날 종가는 전날보다 14원10전 떨어진 1397원70전으로 마감했다. 원달러 환율이 1300원대로 복귀했다는 소식에 시장은 일제히 안도하는 분위기지만, 뜯어보면 사정이 그렇게 낙관적이지만은 않다. 열 달 만의 1300원대라고는 해도 여전히 1390원대 후반이라는 고환율 구간이고, 그 배경에는 미국 연방준비제도의 금리 인상 중단 기대라는 대외 요인이 절대적으로 크게 작용했을 뿐, 원화 가치를 근본적으로 갉아먹어온 국내발 위험 요인은 하나도 해소되지 않았다는 점이 문제다.
원달러 환율 1300원대 진입, 연준 금리동결 기대와 반도체 네고물량이 만든 반등
이번 하락의 직접적인 방아쇠는 미국 쪽에서 당겨졌다. 최근 발표된 미국의 소매판매와 소비자물가지수, 생산자물가지수가 모두 시장 예상치를 밑돌면서 연방준비제도가 9월에도 기준금리를 올리지 않을 것이라는 관측에 힘이 실렸다. 여기에 미국 재무부가 9월부터 11월까지 장기국채 바이백 규모를 기존 최대 20억달러에서 40억달러 이상으로 늘리기로 하면서, 장기금리 급등을 더 이상 방치하지 않겠다는 신호로 시장이 받아들인 점도 달러 약세에 힘을 보탰다. 대외 변수가 이 정도로 우호적으로 겹친 것은 올해 들어 흔치 않은 장면이다.
국내 요인도 거들었다. 삼성전자와 SK하이닉스를 비롯한 반도체 수출기업들의 달러 매도 물량이 예년처럼 월말에 몰리지 않고 이달 내내 상시적으로 시장에 풀리면서 공급 우위 구조를 만들었다. 여기에 외환당국의 미세조정 경계감까지 겹치며 낙폭이 커졌다는 분석이 나온다. 반도체 수출 호조 자체는 미중 패권 경쟁 속에서 한국이 인공지능 반도체 공급망의 핵심 축으로 자리 잡았다는 방증이니 나쁠 것이 없다. 문제는 이 호조가 원화 가치를 근본에서 떠받치는 체질 개선으로 이어지지 못하고, 그때그때 달러 물량을 대는 일회성 완충재 역할에 머물고 있다는 점이다. 냉정하게 보면 이번 하락을 이끈 것은 한국 경제의 체질이 개선됐다는 신호가 아니라 미국 물가지표 부진과 재무부의 국채 관리 전략이라는, 순전히 외생적인 변수였다. 원화가 스스로의 힘으로 반등한 것이 아니라 달러가 일시적으로 물러선 자리에 슬쩍 올라탄 셈이다. 연준의 통화정책 기조가 다시 바뀌는 순간, 지금의 1300원대는 언제든 되돌려질 수 있는 착시에 가깝다.
겉으로는 원화 강세, 속으로는 여전한 1300원대 후반 — 확장재정이 원화 발목 잡는다
시장은 이번 하락을 원화 강세 전환이라고 부른다. 그러나 진짜 문제는 따로 있다. 불과 몇 해 전만 해도 1300원은 외환위기급 경계선으로 통했다. 그런데 지금은 1390원대 후반까지 밀려 있다가 겨우 1300원대에 턱걸이한 것을 두고 시장이 안도하는 지경이다. 이 기준선 자체가 낮아졌다는 사실이야말로 원화의 기초체력이 얼마나 훼손됐는지를 보여주는 방증이다. 원달러 환율의 구조적 반등을 가로막는 국내 요인은 명확하다. 이재명 정권은 올해 728조원 규모의 예산안을 편성하며 전년보다 지출을 8퍼센트 넘게 늘렸고, 그 결과 국가채무는 처음으로 1400조원을 넘어설 전망이다. 국내총생산 대비 국가채무 비율은 50퍼센트를 넘어서고, 관리재정수지 적자 폭도 국내총생산 대비 4퍼센트까지 확대된다. 정부가 스스로 짠 국가재정운용계획을 봐도 국가채무는 2025년 1273조원대에서 2029년 1789조원 턱밑까지 불어날 전망이니, 올해의 1400조원 돌파는 시작에 불과하다. 나라 살림이 이런 속도로 빚을 늘리는 동안 해외 투자자들이 원화 자산을 장기적으로 신뢰할 유인은 줄어든다. 대외 요인 하나로 잠깐 숨통이 트인 사이, 정작 원화 가치를 근본에서 떠받쳐야 할 재정건전성은 오히려 거꾸로 가고 있는 셈이다.
원화 가치 회복하려면 확장재정부터 제동 걸어야
환율을 근본적으로 안정시키는 길은 연준의 눈치를 살피며 대외 변수에 기대는 것이 아니라, 국내에서 원화 신뢰의 기초를 다시 쌓는 것이다. 가장 먼저 필요한 것은 재정준칙의 법제화다. 국가채무비율과 관리재정수지 적자 폭에 명확한 상한선을 못 박아 정치 일정과 무관하게 지켜지도록 해야 한다. 국민의힘은 정기국회 예산 심사에서 728조원 슈퍼예산의 세부 항목을 정밀하게 들여다보고, 생색내기용 지출과 꼭 필요한 지출을 가려내는 역할을 해야 한다. 이승만 대통령이 자유시장경제의 골격을 세우고 박정희 대통령이 수출 주도 성장으로 자립경제의 기틀을 다졌던 것처럼, 지금 필요한 것은 화려한 지출 확대가 아니라 원칙 있는 재정 운용이다. 아울러 반도체 한 업종의 네고 물량에 환율 방어를 의존하는 취약한 구조에서 벗어나기 위해 수출 산업을 다변화하는 중장기 전략도 병행해야 한다. 대외 여건이 우호적일 때일수록 국내 체질을 다지지 않으면, 다음번 연준의 매파적 신호 한 번에 원화는 다시 1400원, 1500원을 향해 밀려날 수 있다.
결국 이번 원달러 환율의 1300원대 진입은 반가운 소식이되, 안심할 근거는 되지 못한다. 하락을 이끈 힘은 한국이 아니라 미국에서 나왔고, 정작 원화 가치를 좌우할 국내 재정건전성은 728조원 슈퍼예산과 1400조원대 국가채무로 오히려 나빠지고 있다. 대외 변수에 기댄 반등을 자화자찬할 때가 아니라 확장재정 기조부터 손봐야 할 때다. 기승전 이재명 정권의 무분별한 재정 확장이 원화의 발목을 잡고 있으며, 이를 근본적으로 바로잡을 길은 결국 정권교체뿐이다.
